Likely yes. Did you craft it yourself? If so:
- Did you ensure the plastic off the cooler was taken?
- Were you to apply thermal paste correctly?
- Is the cooler placed directly on the CPU and snug around it?

It was assembled by a nearby computer shop, looked excellent and reliable, and I purchased it when I needed a fresh PC.

You need to take advantage of the warranty and send it back to the Store. They can fix it or at least refund your payment.

I wouldn't handle it and would instead consult the staff at the computer shop. If you begin testing it, your warranty might be canceled—just let them resolve the issue.
