Check taht you have under 1.4V on your cpu. Disable precision overdrive if you can. Mount new thermal paste (do not put too much) and cooler back. Buy another cooler. If does not help, your cpu might be broken.

There are no other tasks besides the opera which uses 15% CPU. I believe that's correct.

That's incorrect. I'd look at the CPU cooler, it could be improperly installed.
