Hello, I just set up my first PC and faced an issue with the Amd Ryzen 7 5700X. It consistently hits the highest clock speeds even when usage is over 10%. At low loads it stays above 3600 MHz, which is acceptable but it spikes right after any activity. This causes excessive heat that my existing cooler can't manage. I haven’t adjusted any MSI BIOS settings besides enabling XMP. My build includes an MSI MPG B550 gaming rig, the Ryzen 7 5700X, a GeForce RX 4060, a Corsair Vengeance 3600MHz, a WD Black SN850X, a Be Quiet Pure Power 11T, and a 1TB SSD.
For accurate idle clock readings, avoid Task Manager and try HWiNFO or Ryzen Master.
Close it, re-open it and check the box for Sensors Only. Your're looking for Effective Clock. Really, Ryzen Master is the best way. There is nothing wrong, this is just how clockspeed is reported to Windows. This is how its always been at least with Ryzen.
