Naturally so. When the CPU needs work, it should assign one core—possibly more for a lighter task—to the fastest clock available. It will drop toward the base frequency if all cores run together. How far? If your cooling system can't keep up, the CPU will slow down, causing clocks to fall. If your processor handles those speeds without issues, the cooler is managing (maintaining it below the maximum temperature).
