I've noticed your CPU temperature stays high after upgrading components. The cooler seems unstable, and the foam between the board and case might be affecting heat dissipation. It's possible the foam is contributing to the issue. Upgrading to a better case could help stabilize temperatures.

It's a CPU model, and the noise suggests the foam isn't holding the cooler securely enough.

Let me clarify the situation. Did you take off the sticker from the cooler? Was thermal paste used, or was it already applied? How does the foam prevent the GPU from seating correctly? Would removing it help resolve the issue?

A technician installed the CPU cooler so I don't know if they installed thermal paste and removed the sticker, I will check it tomorrow. So the foam is pushing the motherboard upwards and making the full PCIe slot aligned with the bracket. since it is an old desktop case, it doesn't have the bracket alligned. If I remove the foam the GPU will not work.

I don't believe that unless there are clear signs such as crashes or shutdowns. At the moment it seems to be mainly throttling due to overheating.
