my system runs on an i7 10700k that fluctuates between 4% and 100% every second. when it hits 4%, the clock slows down and at 100% it speeds up again. after reinstalling windows, the issue persists despite changing settings. going into safe mode didn’t reduce usage but the speed stayed at 3.2Ghz. thermal paste was reapplied, but I bought a questionable PSU which has lasted three years. motherboard model is MSI MGP Z490 with gaming edge graphics card and a 3070 Ti GPU. edited August 15, 2023 by Plmkoi added more details.

Navigate to the Processes section and arrange by CPU consumption to identify the resource-heavy process.

It has been refreshed with the newest BIOS files, and the Intel Extreme Tuning Utility indicates the CPU is operating at power limits. This might be the cause of the problem.

Thermal throttling shouldn't lead to CPU spikes as observed. Are you sure Windows is fully updated? Have you applied all the newest drivers for your motherboard from MSI's site?

no new windows updates are available. I applied the latest BIOS update, version 7c79v1c, yet nothing has changed. Even when the CPU reaches full capacity, many programs switch from minimal power consumption to high usage.
