Are you running any MSI Control software? Remove it. Certain MSI applications may have issues that restrict power settings too low, leading to throttling. This differs from thermal throttling. Execute ThrottleStop, access the TPL window and monitor the top section for changes in power limits. ThrottleStop can help fix this if it's the cause. Share screenshots if you require assistance.
