Hey, you just got a fresh hard drive and began reinstalling your Steam games. The download keeps pausing every 10 seconds, then tries again but halts after that short interval. You've already tried clearing the cache, restarting the PC, rebooting Steam several times, and removing most files except the executables. Still nothing works.

The old hard drive was using the same SATA port without any issues, while the new one maintains steady 100 Mbps speeds. It seems the problem isn't with your current drive.

I would attempt to check the new drive using CrystalDisk. This component is the latest addition, making it the most probable source of the issue.
