Open two windows: one for downloading, another for running a command prompt. Type commands like "ping google.com -t" to check connectivity. If the connection looks weak, consider restarting your network settings.

It might be reducing performance by limiting your drive's speed. Check the power management options in the control panel and search for the drives section there.

the disk isn't halting, i think it's just downloading while installing, and your download is faster than the setup. If the drive also stops writing, there might be an issue.
