There are numerous laptops and tablets featuring higher DPI configurations. At my previous position, I worked with a 4K monitor and handled DPI scaling for the company's software. Such problems don't occur, at least with Nvidia GPUs and Intel integrated graphics.
it's not about overscan or underscan. the only area beyond what you can see is the application window. for instance in these screenshots, I can't click any buttons at the bottom unless I hide the taskbar; usually I just resize the window to make it work, but this app window and others don't let me do that, or there isn't enough adjustment to fix the issue.
