Regardless of the issue, it has disappeared. I typically leave my PCs on, so I hadn't restarted recently and assumed the problem remained, but it's gone. Apologies for wasting everyone's time. In short, what I recall was two Windows install options available, and if I selected the first one, it would attempt to boot but would either freeze or restart.
