Problem with PC accessing BIOS...

The screen receives an input and turns on, but remains blank. Over time it displays "No input" and shows only one HDMI and VGA connection.
Is the system launching to Windows 8.x or later? If yes, power on normally, go to Start, press Power, hold Shift and click Restart, wait for it to show "Restarting," then proceed to the recovery options. Note that nvm isn't appearing in the boot menu.
I haven’t installed Windows yet—it’s a brand new PC with no setup. I was attempting to download Windows and could enter the BIOS, but after restarting the CMOS it didn’t work.
Ensure the monitor is connected to the graphics card, not the motherboard.
I reseted CMOS by taking out the battery and giving it 10 minuets, and then I put it back and tried entering bios and still nothing. Yeah its a fresh new build, Ive built one before and it came out fine but this one is a friends and I cant solve the issue at all.
