Someone shared a solution on the Steam forum. It helps for those who aren’t familiar with all the details. Simply open Task Manager and raise the GTA V CPU priority to high. Just because it works well for you doesn’t guarantee it won’t affect others. People with higher specs, like 9800 in SLI, often have better performance than yours despite the same problem.

You might want to follow TheRevTastic's advice and set gtav to high priority in the task manager. It helped me.
