In BIOS, Multi-Core Enhancement or Enhanced Turbo Boost is available. Set it to AUTO if applicable. Ensure there are no restrictions on using all CPU cores at maximum speed. Eliminate any CPU limitations and restart.

It doesn’t seem the GPU is working at all. Make sure the Nvidia drivers are installed. You can get them from the official site.
