Track CPU and GPU activity along with temperatures on afterburner. Capture a screenshot if needed. Also consider verifying VRM temperatures via HWinfo—overheating may cause aggressive CPU throttling, though this isn’t guaranteed.

The coolers have an issue the II couldn't resolve. Also, it's unclear how you got a STR4-only cooler for an i9-10900X, since that model is designed for AMD HEDT STR4 and those are not reliable options.

Have you checked for updates on all your programs (graphics drivers)? I’d attempt to reinstall them using a brand new version.
