PC Specifications: Asrock B550M/ac AMD Ryzen 3700x RTX 3070 with 32GB T-Force 3600mhz Dual Channel Graphics, Kratos P1, 650PS. Recently, a few RAM modules failed, so I swapped them in. I installed 32GB of T-Force 3600mhz dual-channel configuration. When I turn on XMP, it completely refuses to work with that setup—it switches off and on several times before resetting back to 2400MHz. I gradually raised the frequency and discovered it caps at 3000MHz. Beyond that it shuts down and restarts to 2400MHz. I suspect a voltage problem, though I’m not certain.

Your system settings remain unchanged even after resetting the CMOS, suggesting a hardware mismatch between your RAM and the motherboard.
It looks like this board isn't very common, right? My earlier model used a 3600MHz quad, but it had less expensive RAM. Odd!
The previous unit operated at 3600MHz; if it failed, it might have impacted the board or caused the RAM to fail. This could mean the board is now damaged and won't overclock correctly.
Do you need two sticks or four? I've encountered issues with a 3700x and four sticks not syncing properly with XMP.
It isn't the end of the world. Adjusting timings manually can help reach your goals. Neither machine uses RAM in QVL; one runs about 50% faster than advertised and the other has tighter clocks than intended, but no issues.
