I haven’t altered any power settings, yet I performed a Windows reset. Perhaps reformatting everything would be better and give me a functional machine? I’d prefer not to, but I’m hoping for a working setup.

And the reset of the windows didn't solve anything? So the options are limited. You might want to adjust the power settings, making them all high performance, even though it's unlikely to help (you never be sure). Besides that, there could be a memory issue or you might have received a defective part twice. I’d consider running memtest86 next.

I've received my second GPU return request, which means I expect a defective item three times. I'll adjust the power settings first and then perform a memory test. The reset didn't resolve the issue.
