The motherboard is firmly attached and every screw hole has been secured. There was one hole that was replaced with a matching stand-off, which matched the original screw hole from the case. PWRSW has been connected as well.

Really? Need another power supply to check? It could be the PSU isn’t working or the board isn’t getting power. I’m running out of options. @Zando Bob help

You connected the wires for the power switch by inserting the socket into the two pins on the top row next to the Pwr LED pins. The diagram indicated the 3rd pin as power and the 4th pin as ground, but this was incorrect. The correct connection involves using a screwdriver on those two pins to test if the system starts, as the power button works by briefly shorting pins 3 and 4 for a brief moment.
