It seems like a DOA module, provided the power switch is connected properly and the switch works. You might want to connect two pins on the header with a metal piece to verify.

What processor are you connecting it to? Also, what are the general specifications? You might want to boot with one drive at a time and reset the CMOS if needed.

One of the two 2x4 pin connectors appears to be positioned halfway. The angle of the photo might also contribute to this appearance.

Confirmed. It wasn't that. Likely just an effect from how the first image was positioned. They still look somewhat similar despite differences.

Check the manual at the provided link. Review pages 1 to 15. Ensure your power button and LEDs are correctly linked. The system won’t start if the PWRSW isn’t connected or is missing. Required cables are typically included in the case.
