i3 4160 with onboard HD 4400
1 x 8GB DDR3 1600 CL10
1TB 7200RPM hard drive
no SSD
Operating system: Windows 10 pro 64 bit
After selling my dGPU, I started installing the Intel driver, but the IGPU is still causing issues
It even has trouble running games such as Roblox or GTA San Andreas

If your goal is to use an iGPU as your main component, you should consider an APU.
Intel's built-in graphics perform poorly, sufficient only for basic display tasks and barely functional for gameplay slideshows.

I can't afford it right now, and if I upgraded my current PC I wouldn't switch to AM4 just for an APU. You weren't responding to what I asked; I didn't ask anyone to suggest a purchase. I wanted to know how to improve performance on my existing setup or why I'm experiencing this kind of performance since I had an old computer with an nvidia 9200GT and was able to get very stable FPS on GTA SA, even leaving 4 dead.

Lowest configurations offer minimal clarity. (720p or below) since the HD 4400 struggles with higher resolutions

while i didn't exactly write my text as a question, i never talked about upgrading to what pc. this was the answer i was seeking, thank you. and as i mentioned before, although i know hd 4400 isn't great, i recall having an even worse pc that still ran many games smoothly. same thing, i'm not trying to play games like gta v or apex legends. i'm using super low resolution and still getting low fps.

What frame rate are you experiencing? It could be caused by insufficient RAM and the absence of dual-channel support, forcing the iGPU to use system memory.

The frame rate will fluctuate significantly. It could briefly reach about 60 fps but then drop to around 30. There are some low-resolution modifications you might consider, though finding them usually requires searching online.

I might attempt to set up a customized driver. I noticed a noticeable improvement in performance when using a modified driver previously on my Ivy Bridge i5 IGPU.

I didn't notice your comment, but it seems the driver update with the intel tool actually fixed the issue.
Now I can play GTA SA smoothly at 1600x900, though there are still some minor artifacts—probably because of compatibility problems.
