Fallout 4 can be quite challenging. I run it at 2k/4k and in certain scenarios I might drop below 60FPS (GTX 1080 OC). Make sure your GPU has the newest drivers, and if you have any mods installed, they could definitely add to the lag.

The game pushes back more than expected. I’d skip the shadows and particles, and keep AA low or off altogether.

You didn't notice the OP? The game isn't that tough after all, my 980m can handle a 75 average on ultra.

Have you considered a fresh install? Past issues with Fallout 4 on AMD graphics cards suggest reinstalling drivers might help.

I also checked the OP; he mentioned settings can be low or ultra, but that doesn’t imply he’s skipping extra options. It might just mean reducing the main graphics settings, which is why I brought it up.
