From what you see in the screenshot, there are many open applications. Turn them off and verify the RAM usage before beginning the benchmark.
If scores remain low despite minimal activity, I’d review the task manager to confirm Windows isn’t launching unnecessary apps on startup. It might be throttling due to temperature, but it seems like this could have happened already. When you run cinebench, what frequencies are your cores maintaining? You may want to inspect your BIOS settings or consider updating them.
