Power issues exist with the PSU. Are you using the standard speeds? Until full stability is achieved, fixing adjusted configurations is unlikely to succeed.

I have consistent performance throughout, though my CPU and GPU are operating at just 30% in Elden Ring, while the GPU is at 99% in No Man's Sky and my CPU is around 20-30%.
