I experience microstutters ranging from 1% to 30% across every game I play, with only a few exceptions where it's hard to detect or doesn't occur. I've used two GPUs, new RAM, and updated my BIOS and chipset to the latest available versions.

Which CPU cooler are you employing? Which components are you increasing their speed on (CPU, GPU, RAM)?
What are your usual CPU and GPU temperatures during idle and when under stress?

I'm using the peerless assassin 120se, only tweaking the GPU and adjusting RAM with XMP. I'm not sure if running it at its rated speed counts as overclocking. My CPU is undervolting to -25 because I got a WEA logger on cores 0 and 2 at 30, and I also have a logger on core 0 with typical idle temps of 40-50°C for CPU and 40-45°C for GPU under load (60-70°C under load).

I've been keeping an eye on my games using the built-in AMD monitor, and the stutter rate remains extremely high in most titles. The %1 lows consistently range from 20 to 80.

Details:
CPU: Ryzen 5800x3d with a -25 on pbo; it crashed when nothing was on it on core 0 and also on core 0 and 2.
GPU: 7900 graphics with a 2803 MHz max, 2400 memory overclock at 15% power limit.
PSU: Corsair RX 850
RAM: 16x2 Ripjaws at 3600 MHz
Motherboard: X570 PLUS WIFI
SSD: Samsung 970 EVO
CPU temperatures stay between 50-70, GPU between 50-60, with 30-50% idle for CPU and 40-50% idle for GPU.

EDIT: I'm using a 27-inch 1440p monitor and limit games to 90 or 144fps. My CPU never reaches maximum load in any game, while the GPU stays at 40-99%.

Second edit: I've updated my BIOS to the latest version, keeping chipset drivers unchanged, disabling FTMP, SAM, and resetting CMOS and BIOS settings without any effect.

Adjust all components to standard speeds, exclude overclocking, avoid undervoltage, skip XMP settings. Confirm the CPU cooler is securely fastened. Check how your system behaves with full stock configurations.

So I reset everything to the default settings and it still looked similar, though it seemed slightly improved. However, it’s still present and I’m not sure what causes the stuttering. I attempted four different solutions—Star Wars Jedi: Fallen Order, Star Wars Jedi: Survivor, and others—but whenever I entered a new area or something changed, it would stutter and frames would drop. The Elden Ring stuttered during teleportation to a bonfire and when entering certain zones, and the No Man’s Sky version would stutter whenever I ran more than a few feet away from the camera. Even after restarting, it still performed poorly.
