You won't always see a steady 60 frames. Varying environments and movement create different levels of detail or performance, leading to occasional frame drops. Lower some settings to maintain smoother gameplay.
You're not watching the video? I'm here in the apartment. It's not changing all the time. The stuttering happens everywhere in the game. I notice my GPU gets a bottleneck, but it's not this way. It stays at 60fps constantly, yet when it stutters it drops back to 60fps. I've tried normal settings too... still getting stutters! Also, capping FPS in the renderer doesn't fix the drops. That's why I'm reaching out for help.
The video is capped at 60 frames per second, but it stutters and loses smoothness, even when reduced to 30 fps. It will continue to drop and stutter regardless. It doesn't matter if you're watching on a wall or while driving.

I finished adjusting it so the drops would be easier to see; otherwise they'd fall from roughly 61 fps to 59.9 without stuttering, then drop to around 57.6 when stuttering occurs.
your gpu isn't limited by anything on your system, unless it's getting too hot
