Mmmk. It seems the GPU's voltage regulator might have shorted or stopped working.
The core voltage stayed at 0.713v all along, which is essentially idle for a 2080Ti:

Hey man, I looked at the GPU voltage, turned on voltage over clock on the MSI afterburner, and I think it's not the voltage that caused the issue. I just started playing CS2 to see if the voltage changes again.

I notice the hot spot has reached 109°C, which is close to the 110°C limit. The usual difference between core and hot spot is around 20°C or less, but the gap here is about 45°C apart. I'm puzzled as Performance Limit - Thermal isn't being reported.

It looks like the issue might be related to the card itself, as the voltage wasn’t changing before enabling the overclock but is now hitting near thermal limits afterward. I’d revert it to default settings and then test again. Running benchmarks while checking HWinfo should confirm if the voltage stabilizes.
