No, I didn't adjust the voltage or boost the performance of the CPU or GPU.

It seems confusing how your card behaves differently across games—sometimes capped at 40% usage, other times reaching full capacity. This could point to a CPU bottleneck, especially with a powerful processor like the 7700X. Since you don’t play these titles, others might have more insight into the issue.

Consider reverting to the original driver installation instead of using DDU for a full reset.

It seems the GPU is functioning properly, but the issue lies with the CPU. You need to determine why it’s behaving incorrectly.

Do you have any suggestions for checking or improving performance? Your Cinebench score was around 1900, with full CPU utilization and a boost frequency near 5.2GHz during the test. It looks like everything is working fine.

The system shows it’s running at full boost speed here, no major hardware concerns. CPU and GPU performance checks passed in tests—so the issue isn’t with the components. Likely a software problem is causing this. Here’s what I’d try: update the BIOS, install all motherboard drivers, reinstall the graphics driver, inspect the Device Manager, and hopefully it works. Good luck!

Finally, take care of yourself. Open Device Manager, navigate to Sound, Video & Game Controllers, and turn off any entries labeled NVIDIA—unless you’re using sound via your monitor.
