Rainbow Six improved to DLSS and I was excited. But I’m seeing about 220 fps without it, while it drops to around 200 when it’s active. Anyone know why that difference occurs?

This doesn't indicate a CPU bottleneck. You can also experience CPU limitations at 20% utilization. When the game runs on just one core and that core is completely busy, your performance will remain modest, though the game may still be constrained by CPU power. I'm not claiming this is the case here, but it's a potential factor. In practice, even at top competitive levels, you won't see significant differences due to 20fps when you're already exceeding 200 fps.
