Sorry for the confusion, but is this an option in the upgrade process? As in, when you're upgrading to Windows 10 from Windows 8.1, there's a 'Clean Install' option you can choose? Or are you talking about doing a clean install in the sense that you wipe your entire drive and then install Windows?
