I haven't seen a BIOS option for the CPU slots before. I understand there is one for the bottom chipset slot with Auto, X4, and X2 configurations.
You're checking why the USB ports feel sluggish. USB 3.0 runs slower than SATA III, so using an external SSD won't reach its full potential.
