PS4 sits roughly in the middle range, whereas the PS4 Pro is positioned between medium and high performance. The original PS4’s graphics card matches roughly the power of a Radeon HD 7850, while the Pro version is comparable to a standard RX 480.
When you install a PS4 edition of FFXV and check the Licenses section on the main menu, you'll notice the display shown. This version was released before any official PC announcement. Unless Square Enix is openly promoting NVIDIA products, the PS4 release uses GameWorks. It might seem odd, but it's not uncommon for developers to use different engines depending on the platform.
I don't understand the PS4 version being used, but Gameworks for FF15 will be available for PC as well.
