It depends on whether you're referring to a single touch or a continuous interaction. One-time use is typical, but an ungrounded PC can cause issues.

Occasionally a brief surge occurs. After that everything works smoothly until you restart the computer, then it happens again—sometimes even when touching the metal part of the front USB port. The best fix might be swapping out the case.

It seems typical static is common in dry environments, though it could harm his PC. Changing the casing might not make a big difference here.

It's not completely dry; the environment feels similar to mine and I've never experienced this before. Maybe the power supply unit is the problem? I had to replace it with a new one when I upgraded my graphics card so it could handle it.

PSU seems to trigger static somehow... not a high-voltage unit and it can't really cause it...? Not a power supply specialist, though I guess I should give it a try. Usually if a GPU isn't getting enough power, it would at least show "PCIE power unplugged" or something like that, rather than just refusing to show up in Windows. From what I know, that’s more about PCIe signaling issues, but I only had problems with risers. The PCIe 4.0 boards with PCI 2.0 have worked fine for me, but this is on PCIe 3.0 and 4.0 "capable" stuff.

I've never faced problems like this before, though I haven't used risers. My setup includes: Ryzen 5 2600 Asrock B450M Pro 4f 650W FSP PSU, 8GB RAM, two 4GB modules at 3000mhz (now an MSI GTX 1080). I've rebuilt this PC several times, changed cases, upgraded from a previous Intel configuration, and so on. Overall, I’m confident with the hardware work, but sometimes the software part remains unclear, especially in this situation.

You might begin replacing parts and observe which one functions best, possibly revealing an unsuitable board at that point.

He owns another board that we attempted, but it lacks an iGPU in its CPU—specifically an i3-2100 processor found on a Dell or HP system. There’s also no display connection at all, and the BIOS isn’t visible either.

I don't understand; it doesn't look like a dead GPU since it functioned in yours. It seems the system with the issue was set up in your home.

No, didn't attempt that. Still should be fine with his electricity, as the PC ran smoothly with the 1050Ti for over a year now. Until recently. We tried DDU to clear all drivers, but the problem isn't driver-related—it's confirmed by the fact that the whole process didn’t help. He’ll remove everything from his case and recheck the pins tonight. Just to ensure there’s no physical damage or shorts, I’ll bring my PSU along. No ideas from my side.
