A8-7680 with 16gb ddr3 ram
RS-A88MP motherboard RAM
PSU rated at 500 watt peak
aftermarket CPU cooler and Honeywell thermal pads used
BIOS appears outdated, no newer drivers available
just started using the PC 10 minutes ago, CPU temperature is 45°C
first time I got the PC, used stock cooler which caused frequent reboots
switched to a slightly larger cooler but still can't play games
Fallout 4 has been running for over 15 minutes without crashing
I have many storage devices connected, but only one monitor
24@ ChiWorld LCD monitor that sometimes goes black and comes back
I really enjoy Master of Orion, it doesn’t crash on that screen
PC is set to high performance mode
can’t install newer AMD drivers – says legacy installation requires Windows 8...
which software would you like me to run to display all the details?

I have multiple PCs with ten hard drives each.
Two questions:
Is the CPU getting too hot?
Would it help to switch the power supply unit?

I can't try a different PSU right now... but the watt meter on my UPS shows 210 watts, which includes the monitor and the 5 HDD to USB adapter. It's still below the PSU's peak. Plus, the ANTEC isn't bad. Sorry for not mentioning earlier—I'm currently in the Philippines, so a UPS was necessary. It's a bit expensive, over 200 dollars, but it provides pure sine output. Cyberpower, that's the model I think. I'm currently running Master of Orion, and it peaked at the temperature in SpeedFan. The CPU is at 60°C, and the case is open. The concern is the fan I'm using is aimed at the front part of the case—not the rear—otherwise it would blow all the heat toward me. But I have a small USB fan on top to pull air upward... hopefully that helps. If any of my explanation is unclear, I can make a short video at your own risk—I've heard my Quebec accent has caused problems before.

oh and i will add 1 more thing. the pc came with a stock heatsink fan combo.. but pc was rebooting when i tried to play my favourite mmo.. eve online... .. so it is quite possibly a temp issue... .. and eve online thing prompted me to switch to the not stock heatsink and cooler thing and since i dont have thermal paste.. i used the honeywell pt somthing... thermal pads.... yes there was a sticker on 1 side of it.. but i took it off

If I recall accurately, the thermal shut off temperature on your processor is 62°C. Therefore, your cooling system needs enhancement.
Pads aren't ideal for processors because they don't dissipate heat quickly enough.
You could also direct the fan's airflow toward the case instead of outward.
Since it's close to the CPU fan, this might reduce its effectiveness by limiting air circulation.

Remove the ptm 7950 from kryonaut. Flip the small USB fan so it blows into the case... and I don’t want to adjust the actual HSF to direct the hot air toward the rear vent.

I thought an A8 was an APU and they’re the same block—shouldn’t the temperature be the same? My previous A8 7680 would reach 90c... what exactly changed? And according to Google, the max temp for this APU is 72.4c. Did Fallout 4 really push it to 72c? I didn’t even step outside the first vault yet. I played some ARK in windowed mode; CPU temp never reached 70C. I’m trying to run MSSI afterburner at the same time next time. Man, I remember when I had my PS4—just one game, ARK, and I’d be playing all day... I quit then. Then came COVID... life is funny sometimes.
