PCI EXPRESS you require *two* cables instead of one with multiple connectors at the end. Two distinct cables... I understand it might be confusing because they have two plugs at the end, but you still need two of them. These cables are intended for low-power GPUs, which you don’t possess, that’s why you need *two separate* ones. P.S.: I’m 100% certain your PSU comes with two PCI cables, possibly even three, so just use two of them to power your GPU. (It seems to have two connectors)
Replay the bios once more. It might have missed. Regarding the PSU cables for the GPU, while it's advised to use distinct cables for every 6+2 (8) pin connector, this isn't required. Many makers build the cables robust enough for 300W by combining two 8-pin (150W) GPUs on a single cable. Putting both GPU Power PCI_E 8-pins on the same cable with a piggy tail won't prevent booting.
