Tested on all other SATA ports yet nothing appears. Should I attempt an OS update? The latest release is from 2021.

The boot menu appears as a list of options to restart or troubleshoot the system.

When connected via SATA, the 2tb drive remains active on the screen forever. Usually it takes about 10 seconds for Windows to load from this display. The BIOS doesn't recognize the drive at all, though it sees the other two drives but not this new one.
