Update - the fix: For those curious or who might discover this later: I initially thought the MOBO was gone, then upgraded to a new one and CPU (which was my next step anyway). The same happened! The only consistent part was the new cooler. I attempted to use the cooler included with the CPU, and it functioned. I wasn't particularly clever about changing the cooler beforehand, but I didn't believe a cooler could stop the PC from starting. Now I realized my mistake and plan to return the cooler for a replacement.
