Reinstalling won't solve the issue. Focus on maximizing your AA and Anistrophic Filtering without losing performance. Experiment with the rendering distance if available in GTA V. Since you haven't played it, you're unfamiliar with the settings.
The unusual aspect of GTA5 is that it demands significantly more AA compared to other titles to clear levels. Even 2xmsaa isn't sufficient at 1080p.
