It looks like you're doing well. At 60Hz you should face minimal issues with any current processor. If you encounter stutters, high CPU consumption and low GPU usage, try turning on the available sync like Freesync-Gsync-Whatever, or use Vsync instead. This will let you play at 60 FPS smoothly. In reality, activating the one you have available is best—60Hz is sufficient and using more than that just wastes power.

If you can adjust the settings, fine play should be possible. A Vsync option might help, though I understand what it’s like to struggle with a CPU and find the experience unpleasant. I’ll do my best now and save up for better gear later.

You've just enabled VSync and saw low frame rates, then turned it off for smoother performance. When you re-enabled it, you got 100 FPS with the CPU under high to low settings.

I was using v sync off initially around 60 frames, then turned it back on and ended up at 30 frames per second. After switching it off again, I reached a maximum of 144 FPS while keeping CPU usage low from 100% to 40-50%. It’s a bit confusing how that happened.
