It would help if the CPU was lower than the GPU while gaming. If the CPU runs at 100% and the GPU isn't struggling, it should be a bottleneck. Ideally, the GPU should handle more load than the CPU. This explanation has been a while since I had to clarify it.

It's quite a lot, particularly for games that rely heavily on CPU. The best scenario is achieving good frames per second, but you might experience freezing or stuttering when the CPU is under heavy strain.

I just looked in my game and noticed the GPU is running at 90% to 100% while the CPU is around 12%. That’s unusual. Usually, you’d notice symptoms like those mentioned earlier.

I'm uncertain since I often play intense games and my monitor is running at 60Hz, yet I'm not experiencing lag or stuttering.

That’s exactly what I’d describe as a bottleneck. It’s usually best to keep the CPU usage lower while you’re doing other tasks. Rendering might be fine, but active gaming would be frustrating and slow down performance.

I wouldn't consider entering the 9th generation yet, aiming for a 3100/3300x or moving to the 10th generation.
