I am currently running at a maximum of 4.2 ghz, yet when I launch the benchmark on GTA 5 with full ultra graphics, I see around 50-70% usage at 4.12 ghz, roughly 30-40 fps. Battlefield 1 in ultra uses about 75-80% at the same settings and 4.12 ghz, achieving 30-50 fps. Why am I not reaching full performance or the maximum 4.2 ghz in these games when they could potentially run at higher frame rates?

I believe your CPU is limiting the performance of your GPU.

I believe the difference in reported speeds between 4.12 GHz and 4.2 GHz stems from rounding. Various programs will display varying results based on their chosen rounding method.

You can definitely explore overclocking, with plenty of instructions available. Besides that, the best approach is to lessen the load on the CPU. Minimize background processes, adjust settings that influence CPU performance (there are few options, mostly affecting GPU), and pay attention to situations where you notice a slowdown. For example, high screen resolution, certain maps, etc.
