I am currently running at a maximum of 4.2 ghz, yet when I launch the benchmark on GTA 5 with full ultra graphics, I see around 50-70% usage at 4.12 ghz, roughly 30-40 fps. Battlefield 1 in ultra uses about 75-80% at the same settings and 4.12 ghz, achieving 30-50 fps. Why am I not reaching full performance or the maximum 4.2 ghz in these games when they could potentially run at higher frame rates?
