I've never noticed throttling at 5.1 on any games I've tried, it keeps temperatures stable during play. It seems downclocking is the only method to tweak temps, or are there other BIOS adjustments I can try? I'm completely new to CPU overclocking and don't know which settings to focus on.

Thanks, I'm glad to hear that. It seems like experimenting with the voltage levels might be necessary. I'm not sure how much I can lower them before it becomes a problem for the CPU, which is currently running at its clock speed. I need to finish this task soon but should return later if you have any further suggestions.
I haven't tried at 5.0ghz, but with 5.1 or 5.2 I'm still facing thermal throttling issues regardless of my voltage settings. After testing at 5.1, the maximum voltage drop I can handle before it starts throttling is down to about 1.32V on ultra extreme llc, yet performance still suffers during small FFT tests. If I run a standard Prime95 benchmark covering all configurations, I reach around 87°C at the highest setting I've seen (5.2GHz), using 1.393V—uncertain if I can go even lower without crashing, given the big jump from 1.32 to 1.393. The VRM temperature is also around 73°C. If this small FFT workload is so demanding, should I skip it entirely? As long as other stress tests pass without throttling or crashes, it might be worth considering. Regarding high VDD concerns, it seems the CPU is managing voltage demands itself, but that doesn't guarantee it's being delivered properly through the VRM.
