Might need to adjust the CPU cache offset too so the undervolt works effectively. Using a higher number in speedshift EPP can reduce power use more, but it may slow down clock speeds.

If your heatsink and fan can't maintain the CPU temperature at 25 watts, they won't handle the 50-watt demand. Your CPU reaches around 97°C. Consider overclocking the core and cache a bit more. I also have the same CPU, but the undervolting option is disabled, and the throttling is also affected. I own a Dell Inspiron 13 7391 with 16GB RAM and an i7-10510U processor. I use an external cooling pad, yet the laptop stays cool enough to feel comfortable inside. The issue is that I can't apply undervolting, which is currently grayed out. Can you assist?

Your laptop probably has a bios level undervolting lock because of the "plundervolt" hack on Intel CPUs. Unfortunately nothing can be done about that.
