Locate the XML file in the specified path. Set all relevant parameters to "0". Ensure MouseAcceleration="0", MouseAccelerationOn="0", MouseSmooth="0", Smoothness="0", Smoothness_Ironsight="0". If severe stuttering occurs, move left to right in vehicles and similar scenarios. DisableLoadingMip0="1".

It seems the XML isn't affecting the slider position. The issue might be elsewhere in the game setup.

It seems the solution might be limited to Windows 7. Most reports from users using newer versions still report issues, especially with mouse settings. The problem appears to be quite specific to older systems.
