One community manager mentioned they're looking into the matter. A link was provided, but it seems unlikely they'll resolve it. This issue appears across multiple titles like FC3, Watch Dogs, and the AC series—each with mouse acceleration. It hasn't been addressed before. The CoD series also includes this feature. Probably they intended these games to be played with a controller, not to give PC players better control.
Currently, I believe it's not possible to resolve this issue in version 8.1. I've adapted and decided to turn down sensitivity. It's not a high-speed, competitive shooter like BF4, so I'm confident everyone will get used to it even on Hard difficulty. Still, I feel UBISOFT should apologize for the disappointing Watch Dogs experience and the problematic FC4 launch.
