Since it supports ARM, you could potentially run it in a virtual environment—though I’m not sure if that’s feasible on phones. Still, I doubt it would be worthwhile. The main goal is probably just to have Windows on a phone, which isn’t really thrilling. It might be better to opt for an older Windows phone instead.
QEMU allows Android to run on Linux, which I've used before for a Windows 95 emulator on my phone. It's different from a complete Windows setup.
