There are numerous tutorials available online about this process. Usually, clicking on an image provides a choice for a fresh library. Lightroom does come with a cost.
Turning it off stops automatic backups when opening files, though you can still do it manually. ICLoud works well for more than just photos. I’ve disabled ICloud Photos on my iPhone because keeping photos on the phone isn’t ideal, but I can still upload them to ICLoud for backup if needed.

Opening the photos app, settings, iCloud, and choosing to re-select the iCloud photo library doesn’t work. If your pictures are lost, they won’t be copied since they’re stored exclusively in iCloud, not on your Mac.
The images remain stored in iCloud? Double-check deleting the downloaded files and then re-enabling it.
