You're seeing a 3.9GHz performance despite using a 3600 CPU core. This is common because the cooling solution and thermal management play a big role. Everyone doesn't reach the same speeds even with high-end CPUs, as factors like airflow, thermal paste, and motherboard support matter. Upgrading to an "advanced mode" or gaming BIOS can help, but it usually only pushes performance slightly higher, not dramatically. Changing the cooler might improve stability and allow a bit more headroom, but won't necessarily boost frequency much. Regarding memory, you can't simply overclock RAM to 3200MHz unless you also increase CPU speed—overclocking the CPU beforehand is necessary for that. Your setup with a Patriot 3733MHz Viper kit and ASUS TUF Gaming B450 board works well up to 4.05GHz, but hitting higher frequencies requires careful tuning of both CPU and cooling.

The 212 Evo isn't a strong purchase given recent price changes; I think the Arctic Freezer Xtreem offers better value overall. Additionally, B450 motherboards can support much higher RAM speeds than 3200MHz, and my current setup uses an 1600AF with DDR4 3466 CL34—my 3600 should handle 3600MHz DDR4 without issues on a solid B450 board.
