Hey there! I recently installed a new PC and encountered an unusual issue. My system details are: CPU AMD Ryzen 5 3600x, motherboard ASRock B550 Phantom Gaming, RAM Corsair Vengeance RGB PRO 3200MHz (2x8), GPU Gigabyte RTX 2070 SUPER Windforce OC 3X, 8GB case with Deepcool MATREXX 55 mesh storage, 1 WesternDigital Blue 1TB drive, PSU Seasonic Focus GX-650w, and I power it on occasionally (about once every 10 boots).

During startup, the fans spin but don’t slow down the CPU or boot into BIOS. Instead, they stay at high speed and the system doesn’t power on properly. I also check the motherboard LEDs, which sometimes flicker briefly during boot but then turn off. This only happens on cold starts.

I’ve tried reseating all cables, adjusting RAM placement, clearing CMOS a few times, disabling Fast Boot in Windows settings, and even updating the BIOS. No luck so far. I haven’t experienced this issue during normal restarts or manual shutdowns. It’s frustrating because it seems to occur only once a day and resolves itself on subsequent attempts.

I’m not sure what’s causing it, but I really hope someone can help me figure this out. Thanks in advance!

Updating the BIOS is something you should always perform; don't stress about it. My bedroom PC does this occasionally too. I haven't seen any LED errors or beep codes, but sometimes it powers on without posting. A restart always resolves the issue, and I've gotten used to it over time.

It looks like you've already addressed most of the likely concerns. The aggressive RAM timings might be a problem, especially if BIOS defaults cause issues. Keep an eye on the CPU fan during cold starts to see if it activates normally. If you don’t notice power-related problems after booting, focus on monitoring voltages and inspecting the motherboard.

Checking the CPU voltage at 2.832V – what are you doing to it? It seems like it’s still alive, not dead.

I don’t understand the standard voltage settings. I connected the 8-pin CPU port and the 4-pin extra port using the cable, just to confirm everything works. Since I haven’t changed any settings, what steps should I take to get it back to normal?

1.2-1.35V works fine without pushing the clock. My 3600 runs at 1.45V with a 4.3GHz boost, but at 2.8V it should drop the performance. Check your BIOS settings to see what voltage the CPU is reporting.

This reading seems odd for the vcore. I’d suggest updating the BIOS right away. The default voltage is probably between 1.25 to 1.35 volts, but it might just be random data since that CPU wouldn’t work at that level. Also, make sure you have the newest HW monitor version if you haven’t already.
