Begin the pc in safe mode, execute the display driver uninstaller (presumed to exist on windows), then restart and obtain drivers directly from nvidia's website.

No, you need to download DDU by searching online and then install it. After that, run it in safe mode, select your graphics card, click on clean and restart, then switch back to normal mode. Install the newest nVidia drivers from their website and let us know.

I evaluated ACO across various resolutions. Lower resolutions showed greater CPU consumption, with 1440p averaging 54% usage and 4k at 34%. All resolutions reached near 100% during load-ins. If your CPU is nearly full, you'll experience lag on startup. My RTX 2080 maintained 95-97% usage across tested settings, though frame rates varied. It seems something is consuming cycles unrelated to the game itself. I’d check for background processes first.

If they maintain 95-97% performance regardless, it's approximately consistent. You're also using a 9700k processor. Your PC is brand new with no viruses or malware. It only uses 7-9% CPU during idle time. How many frames per second did you achieve at the highest resolution of 3440x1440?

I run the i7 8086k overclocked to 5ghz across all cores.
I play the game with maximum settings—3840 X 1600 at 60hz—because HDR isn’t compatible at 75hz on my monitor.

Here is the adjusted version maintaining the original structure and intent:

This is what I receive now, the only modification being shadows set to ultra on my side (64 fps if I increase those settings). The GPU operates at 88c (oc'ed, with a clock speed between 1900-1950 cores and a memory clock of 7500). It runs at 80+, with 501 threads, and fans never exceed 95% capacity at worst.

My EVGA XC(2 fan, 2 slot) operates at 84c and the FTW3 Ultra(3 fan, 3 slot) runs it at 66c.
Both will slow down at 88c.
It’s likely your setup is generating too much heat. Try playing without the side panel to see if it improves.
At 84c my XC is struggling with ACO—it’s so intense it’s nearly impossible to play without headphones. Luckily, it’s the only vanilla game that really struggles on the 2080 ti XC. Even Metro Exodus and Shadow of the Tomb Raider fall short.
Check the "Target" settings for the highest safe GPU temperature before throttling occurs. Also note the significant power consumption the card uses.
